I worked with Dell support on another customer with the same situation but they had added an AMD video card and Win 10 was using it's drivers. We downloaded the AMD drivers and were able to make it work. I am looking into getting or trying to get the Intel version of the onboard driver for this but asking if anyone knows how to make the Win 10 do Scale to fit?

What is missing is the Intel Control Panel, in trying to find a picture to show here I see Intel site has video drivers for Win 10, I will check what version is on the pc and download, which should get me the Control Panel. If you're trying to just get drivers, you could try Intel's driver and support assistant.

What Optiplex and what type of connection? You didn't mention if you changed connections between trying onboard and an add-in card, so all of the above are still possible reasons.
